You can take photos using a tripod, but the staff at the Harukas Observatory may refrain you from doing so during rush hours.
Umeda Sky Building Admission

Guests using wheelchairs entering from the Kuchu Teien Observatory Entrance on the first floor must switch to the see-through escalator on the 35th floor.

The see-through Escalator is narrow and steep, so visitors using baby strollers must fold them before getting on. If you can't fold the stroller, take the high-floor elevator from the first floor of Tower East to the 39th floor.

Restrooms for persons with mobility issues are located on the 39th and 40th floors, with a room on each floor inside the observatory.
